Author William Stevens is formerly a Professor in the US Naval Academy and Allan Westscott is a Sr.Professor in the US Naval Academy. This close contact with commercial and political history the present narrative has sought to keep constantly in mind, along with other guiding interests which belong more strictly to the naval field. 2 neat ink stamps on front endpapers indicating that it had been returned to the (USN Academy) Book Store and was certified as complete for resale.
